Congress does not seem inclined to vote appropriations to aid Central Europe along; the lines Mr. Daivison suggested. Members point out that the United States has duties to her own people first, and whatever aid America gives should be donated privately. LONDON, May 18. Mr. Asquith, speaking at the Central Ha.l, Westminster, pointed to the tragio situation throughout Europe, and expressed the opinion that tjhe only practical remedy was the revision and modification of the peace 'terms, coupled with prompt executive operation of •th© League of Nations' powers.
