In the Senate, Mr. Lansing reiterated that Viscount Ishii, the former Japanese Ambassador, failed to tell him that Japan had secret treaties with the Allies for the division of Chinese territory captured from the Germans. Mr. IJalfour and Lord Reading also kept silent about Britain's secret treaty with Japan. Kfe knew nothing of the secret agreement till February, 1919. He did not know whether Count Ishii deliberately concealed the secret treaties. Mr. Lansing added that he did know three years ago Britain and Japan "had agreed to divide tho Pacific Islands taken from Germany. Regarding the Lansing-Ishii agreement, Mr. Lansing stated he suggested to Ishii it would he well "for the two Governments, to re-affirm the open-door policy for China, on the grounds of reports beina; spread that Japan purposed to take advantage of the war conditions to spread her influence m China. Viscount Ishii thought Japan's special interest m China should be recognised. Mr. Lansing replied that the United States recognised Japan's geographical position gave her a .peculiar interest m China, but that the aanger of putting it. m any agreement was that it might be misconstructed ; therefore, he objected to it. He also told Viscount Ishii that if special interest meant paramount m.- . terest, he could not discuss the matter further. , President Wilson, replying to the Senate'tt resolutions, said he did. not know of any Japan-German treaty during the war, though he heard rumors. He had no information that the Japanese delegates m Paris attempted to intimidate the Chinese Peace representatives.
