PARIS, Aug. 7. Mr. Hoover, American Food Controller, states that the whole world is faced with the gravest danger of food shortage. The workers must save humanity. Eight hours is the maximum time that manual workers can do efficiently, bu^ they must really work full time. It is impossible for America to save Europe from a coal famine. America can produce 600;000,000 tons of coal annually, but she cannot transport more than 1,000,000 tons of all merchandise month- | ly, whereas 20,000,000 tons of fuel are required monthly to save Europe.
