RICE FAMINE IN AFRICA.
Capetown, Jniy 20.— in view of the large Indian population, the shortace of rice is causing serious anxiety. The Government has appointed a commission at Durban to deal with the distribution. Efforts are' to be made to inquce the Indian Government to increase the rice ration for 'South Africa, bui the pjositjon m India is also serious. The Government appeals to Indians to submit to a .reduced xation by 50 pci 1 cent., and to substitute maize meal and other, foods. It realises the gravity of the position by supporting tho endeavors to alleviate it.
