CHARGE AGAINST GERMAN GENERAL.

A message from Coblenz states ' that the German general Vontesny, ex-mili-tary governor of Belgian Luxemburg, was arrested and imprisoned at Metz. It is stated that he will be charged with i the 1 summary execution of 112 inhabitants of the town of Arlon m 1914. CONSTANTINOPLE, Dec. 12. Dr. Radohid, a former governor of the province of Diarbekr, and two lieutenants have 'been arrested for participation m the Armenian massacres of 1915. It is stated that their guilt is estabh'shed and sentences of death are expected. (
