RIOTS IN PETROGRAD.
STARVING WORKERS CLASH WITH GUARDS. IThe Times.; Received 1 August 21, 2.5 p.m.) AMSTERDAM, Aug. 20. Reports from Berlin indicate terrible food riots at Petrograd. Starving workers, after a procession, demonstrated at the Smolny Institute, shouting "Away with the Germans ; luway with tlio Kremlin." They encountered Lettish Guards, and in the fierce fighting which followed hundreds were killed or wounded on both sides. Martial Jaw lias been proclaimed.
