The State Supply of Electrical Energy Bill was put through all its stages and passed last night. The Land Laws Act Amendment Bill was similarly passed. • The Social Hygiene- Bill was withdrawn, and ji fresh measure introduced, containing many, of the original provisions, but withdrawing the compulsory clauses. The Minister of Health, who asked the House to put the Bill through all stages, stated that the measure would be worked m conjunction with the Public Health Act. Changes had been made to the satisfaction of the conferonee'of members interested m the subject. •Mr Wilford complained tnat the Minister had attained^ power to provide detention hospitals. It was a. slim way of potting round objectionable clauses by providing the same power by regulation. Mr MeCflllunv urged the. Minister to strike out the provision to make regulations for the establishment of the conduct of detention hospitals, and prescribing compulsory employment for persons detained- when the Bill was i« committee. Mr \^ilford and other members said too much power was given under regulations, power which the Minister could not get by statute. The measure was l'eported with minor amendments, read a third time and passed.
