■WELINGTON, this day.
The "total number of voluntary recruits obtained for the 31st Reinforcements up to' Saturday last, when <the voluntary recruiting for tliis draft closed down, was 617, leaving a national shortage of 1706. Tlie only district whioh proved able to supply its full quota under ,the voluntary system 'was the Bay of Plenty, which has thus the distinction of having, done the same for the sixth time since the Military 'Service Act was introduced. North Otago and Clutha, on the other hand, failed to raise a single voluntary recruit, while North Canterbury only secured one. Tha ballot, which is to. be held to-morrow, to fill up .the vacancies, will bo thet biggest yet held under the Act. Tlio reason is iyhat owing to the stiffening up of the medical examination rendering a smaller number of fit iecruiits available, it has now ,be©n decided to draw the proportion of fiv*^ men for every vacancy to be filled. The total number thus to be drawn m the 7th ballot will be 8530.
