(Received April 30. 1.15 p.m.) LONDON, April 29. The Observer's Petrograd correspondent telegraphs that the Council of Soldiers and Workers delegates is now the dominant factor m Russia, and is supporting the Government, despite internal opposition from (Socialist extremists and agents' provocateurs. Army discipline has been re-established except at Kronstadt, where the extremists Obtained control.

Thousands of soldiers, who deserted during the revolution are returning -to the ranks, the Council having announced that deserters will not participate m the eventual land distribution. Two thousand deserters assembled a& Cbmel and marched behind a flag inscribed "Down vrith desertion." They asked the army commander to send them to the front.
