"FLAG TREATED LIKE A RAG."
LONBONr, April 17. The Times' - correspondent at Madrid states that the torpedoing of ithe 'Spanish steamer San Fulgencio loses nothing of its poignancy hy the captain's story, whioh tells how the Spanish flag was .treated like a rag, and the crew were turned adrift, without provisions, chart, compass, or water, 60 miles from land, to the accompaniment of the submarines' jeers. It is impossible for the Government to ignore .the . provocation. Renter's correspondent at Rio de Janiero reports:,. Dr. Jose Barbosa, Minister for "Public Works, who is the popular candidate foi* the portfolio of Foreign Affairs at present held by Dr Lauro Miller, m a stirring speech delivered from ithe offices of the Journal do Cbmmercio.to an enthusiastic crowd of 50,000 people, declared that 'war with Germany was inevitable- m order to solve the problem of the Germanisation of southern Brazil.
A Reurter - message from Amsterdam states that the Chilian Ministeg, at Vienna announces that Chili will remain neutral.
A Reuter's message from Copenhagen states that the city is threatened with a. coal famine, and it is expected that the theatres will be closed from. May 1.
