Manchester is alarmed at a proposal to increase tho Indian cotton duties. Opponents of the scheme say that Lancashire must be protected against an attempt to unduly favor Indian manufacturers. They say that the native will not benefit and that the Bombay mill owners alone will gain, unless the increase is balanced by a countervailing excise duty.
