WILL HOLD OUT TO THE LAST(Received January 24, 9.10 a.m.) PETROGRAD, January 23. The Czar told a French representative — "Even if events compel a withdrawal to the Volga or to Kamschatka, wo shall preserve an unshakable, firmness. If only one nation holds out it sthall bo Russia."
