It is stated that President Wilson's second Note is a brief and firm request for {information as to whether Germany's Note implies that she intended to disregard the fundamental principles of international law. , Cabinet members expect that if Germany admits that she has cut. herself adrift from the restraints of international law, . the United States will probably sever diplomatic relations.
