LONDON, Sept. 22. 1 Lord Lansdowne, speaking at Nottingliam, said Germany's aim was to establish a military despotism from the North Sea to the Mediterranean and Adriatic by means of aggressive', unscrupulous, diplomacy, the basis of which wae a completo disregard for treaty obligations whenever these were inconvenient to herself. We 'were aware when Germany declared war that she meant to wa#e it ruthlessly 'and pitilessly. -t.lthoughGermany suggested the declaration of a drawn game, there was no question so far as we were concerned to declare the innings closed. The game was worth winning, and under Providence we mean to win it. : .
