GUARANTEES OF PEACE
(London Times and Sydney Sun Services.) Received September 23, 8.30 a.m.) PETROGRAD, September 22. Tlie Petrograd press says that Russia is m no mood to accept a settlement which does not guarantee the future inability of Germany to disturb the peace of Europe. Tho guarantees must enable Belgium independently to defend her integrity against Germany. Russia does not require German territory.
