DROPPING BOMBS ON KIAO-CHAU.
TOKIO, Sept. 21. The Japanese are employing waterplanes to drop bombs on Kiao-Chau, the machines subsequently returning to the warships. Some of the forts are bomb-proof. The garrison is being granted one day m three for liberty m the town. The reservists are living m deserted private residences. The shops and restaurants have reopened, and there is music and the "movies" nightly.
