DUNEDIN, this day. The Prime Minister, accompanied by the . Hon. J. Allen, , returned from the South this morning, after successful meetings at Gore and Balclu'tha. Mr Massey s health is much improved, although he is suffering from a slight cold. Ih the course of conversation with a reporter, Mr Massey referred to his public address at Dunedin to-night. He mentioned that it would not be a policy speech m the sense of discussing all t<he details of the Government programme for the coming session. Attention would be paid to Sir Joseph Ward's statements at Dunedin recently, and also to other arguments made by the Opposition. Reference would also be made to naval defence, and there will be given a broad outline' of the Government business to be dealt with this session. An Elec,toral Bill will be brought down, but 4;he details are still under consideration. No intimation will be given as to the system to be adopted. In regard to the remainder of the programme, the country was more or less familiar with the Bills to come forward, the principal being Education, Electoral Laws, Upper House Reform, Local Government, and several minor amending Bills.
