Regulations under the Municipal Corporations Act, 1908, section 6: "The Town Clerk shall' omit from the district electors' list the nime of every person whoso name appears on the district electors' roll for the preceding year m respect of. a residential Qualification*, pnd yhp, not being a candidate at such election, hns not voted either at the general election of Councillors or th« last «lectioTuof Mayor held since the entry of his namo on that roll."
