CHAOTIC CONDITIONS IN NEW YORK. (Press Assn.—By Telegraph— Copyright.) NEW YORK, March 4. Chaotic conditions continue m New York -and neighboring States, and the damage to property totals millions of dollars. The streets of the, city are packed with ice and snow] and traffic is held up, some districts being isolated. Prospects of a thaw are regarded with apprehension, as there is a likelihood of an epidemic arising from garbage lying m the streets.
