IN PERU AND HAYTI. (Press Assn.— By Telegraph— Copyright.) LIMA, February 4. The attack began at dawn, and the firing caused the populace to flock into -the street. One civilian was killed. All businesses were closed. • President Billinghurst was taken to Callao, whence he will be exiled. (Received Feb. 6. 9.5 a.m.) LIMA, February 5. President Billinghurst is generally blamed for precipitating the crisis by a decree^ enforcing a budget which the Congress had rejected. TJhe Congress, at an extraordinary session, nominated a governing board, with B. Navides as acting-President pending the new elections. The navy has recognised the new Government. PORT AU PIttNCE, Feb. 5. A permanent committee is now exercising executive power owing to the President's flight, and has convoked Congress m order to elect a President. The revolutionaries are not likely to accept a President elected under present conditions. t
