KAISER NOT A PACIFIST.
(Press Assn.— By Telegraph— Copyright.) BERLIN, Sept. 1. The newspapers are angry at Mr Carnegie's suggestion that the Kaiser is a pacifist.
The Cologne Gazette says the Kaiser will preserve the peace as long aa it is reconcilable with the national honor, and adds : "When the necessities of national development require it, we will make the sacrifice of battle upon tho altar of our power and glory."
