A DEFIANT MANIFESTO. , LONDON, April 30. The Radical-Socialists my France have issued a manifesto m which they take up an aftitude of defiance towards the Bill providing for three years' service m the army. They protest that the proposal wiU put back the arts, science, industry, and agriculture, and will burden the Budget with an extra. ±Jd,v.-.>,000, for the expenditure of which they claim that absolutely no necessity exists.
