(Received July 17 10.55 ; a.m.) NEW YORK, July 16. Helmann Rosenthalj a noted gambler, who was recently charged by the police with extensive graft operations, was shot dead m the street. It is alleged that he was about to reveal the scandalous conditions m the Police Department with respect to graft. Louis Libby was captured and charged with the crime. A great sensation has been created.
