News from New Orleans states that the flood conditions m the Lower Mississippi are appalling. Over one hundred thousand persons are reported to be homeless. The water is rushing through a breach m the levees m Torras district at . the rate of twelve miles an hour. Steam boats 'have picked up hundreds of marooned persons. Preparations have been made at Baton Range to care for them. Several towns have been inundated, and the people have been rescued m boats. ' ___^
