CONFERENCE WITH MR U. W. HOLMES. SS-5? A special meeting of the Harbor Board was held this afternoon for the purpose of conferring with Mr R. W. Holmes regarding tho proposed breakwater extension. There wore present: Messrs Townloy (chairman), Clark. Kells, Matthewson, Parker, Lysnar, and Hon. Capt. Tucker. Mr C. E. Armstrong, Resident Engineer, was also present. Messrs Ccdcrwall, Preston. Tho chairman, m reviewing the posi tion, explained that the Board was quito prepared to do its host to protect the port, and Avith that view desired tc confer Avith Mr Holmes, Avhom they thought could give them somo useful advice how to go about the work. What was required Avas something as quickly as possible. They Avantcd to arrive at a ' scheme that Avould reduce thoir difficulties, and that as soon as Sossible. Ho explained that Mr Holmes ad examined the plans, but had not had time to-day to cxamino the locality, although ho know tho position of the breakwater. Ho had also discussed the suggestion to place a hulk 'm position to protect tho entrance. Mr Lysnar thought Mr Holmes should sco tho reports recommending tho reduction of tho length of tho groyne. ' Tho chairman remarked that the only approved plan boforo them Avas that of Mr Marchant, recommending the extension of tho brealcAvatcr. Mr Lysnar contended that all tho different propositions Avcre to be put before Mr Holmes, and ho (Mr Lysnar) Avould be prepared to abide by any of these Mr Holmes recommended. Ho thought tho shortening of tho groyne was important, and should be considered. Personally ho did not mind Avhether it Avas the extension of the breakwater or tho shortening of tho groyne Avhich -was decided upon. They had delayed a long time, and should hurry up and come to a decision. The Hon. Capt. Tucker stated that the Board had come to the position that it was either the shortening of the groyne or extension of the breakwater. Proceeding, he stated that they Avould like Mr Holmes to give his opinion which was the better one. So far the Marine Department had approved of the breakwater extension, and they would like to knoAv, Avhether the one was as advisable as the other. Mr Lysnar, remarked that the Hon. Capt. Tucker had fairly represented the position. ;v An argument was arising as to the object which had promoted the extension of the groyne, Avhen the chairman called members to order, and declared the point Avas beside the question.
