Lord Rosebery, speaking at Glasgow, said that if, as intimated m the highest quarters, the Government's Scotch Small Land Holders Bill was to be reintroduced m an improved form it could only be meant as a battering ram, because it was not to be expected that the House of Lords, without reasons wer© shown, would recant their deliberate opinion on the principle of the Bill.
