SOCIALIST CONGRESS.

ANTI-COLONISATION RESOLUTIONS. (Press Assn.— By Telegraph— Copyright). (Received August 23, 10.8 a.m.) BERLIN, August 22. The Socialist Conference hotly discussed the utility of the socialistic colonies. The resolution which apparently is receiving most support is one which repudiates colonisation as at present conducted, since.it only exploits new countries for the benefit of an insignificant minority, while increasing the Durdens on the home proletariat. The resolution urges Socialist members of Parliament to oppose the exploration of colonies and to insist on an international understanding m establishing a colonial code for the protection of aborigines. Another resolution rejects colonisation and demands a 'policy of peaceful devolpment, placing natural riches at the disposal of the entire humanity. : The Indian delegates moved that continuance of British rule is disastrous to India and urged lovers of^ freedom to liberate from' slavery one-fifth of the human race. After, an exciting debate and much recrimination, the resolutions were referred to a committee.
