LIQUOR TRADE REFORM.
PROPOSAL TO ELIMINATE PRIVATE PROFITT -
LONDON, March 15. A memorial, signed by the Duke of Devonshire, the Archbishop of Canter bury, the Bishop of London, the Archbishop of. .-Westminster, chairman ol Quarter Sessions and of ' Licensing Benches, and other influential persons, has been forwarded to the Prime .Minister, asking that the principle of disinterested management of the retail liquor trade shall be recognised m the Licensing Bill now under the consideration of -1 he Government.
All the signatories have m recent years taken an interest m or been personally connected with -actual experiments made m this country to apply the principle! Under existing law, • It is urged that reforms which may -be decided to be m the interests of -'temper-' ance and of the well-being of, the nationWould be -found more easy of accomplish: ment if the liquor trade were not left entirely m the hands of private persons to be carried on for the purpose of prw ate gain. The memorial asksi therefore, for- trie establishment of, public companies or associations, to Avhom the licenses m particular localities may be granted, • to be. held by them subject to conditions !.. id down by Parliament, and that m the irieantinie the provisions of the Bill for establishing such companies or associations should be made applicable to ail new licenses. "
