A forecast of the Governor-General's speech shows that a number of important measures will be referred to. Bills will be submitted providing for a high court ; nlso for the ratification of the naval agreement, a uniform system of defence, to regulate legal procedure so as to minimise delay or expense, to accept New Guinea as territory to the Commonwealth, to establish a Federal Court of Conciliation and Arbitration, to provide high commissioners in London, uniformity of patent laws, naturalisation of aliens, to deal with rings and trusts, establish an inter-State Commission in connection with an effort to substitute white for colored labor in the sugar industry, a change rendered necessary in the present method allowing rebates which are charged against States concerned by bonus which will be borne by the whole population. Owing to pressure of domestic legislation it is understood there will be no resolutions dealing with the Colonial Conference, including the question of preferential trade, submitted. It hi probable Parliament will be asked to affirm the construction of a railway in Westralia, and to authorise the necessary surveys. Although consideration will be given to taking over State debts, it is not 'likely to be dealt with this session. It also may be found necessary to hold over the Navigation Bill. Allusion will be made to the Pacific cable and new Eastern Extension agreement'. It cannot be expected that the Pacific will immediately return a profit, but it has had the effect of securing a "reduction of rates. Action is foreshadowed in regard to the making of a fresh mail contract in consonance with the prohibition of the employment of colored labor.
