, « THE END IN SIGHT. Electrio Telegraph Copyright- United Fresß Association , NEW-YORK, Feb. 9. Mr Bowen insists that the Venezuela protocols must substantially agree. He considers Great Britain's fair, though anxious that reference 'to Venezuela's treatment of British citizens should be moderated. He also claims three or five arbitrators. (Received February 10, 9,20 a.m.) NEW YORK, Feb. 9. Each of the blockaders has drawn up two protocols. The first refers to the Hague Tribunal the question of separate treatment and stipulates that when Mr Bowen signs it the blockade shall be raisnd. The sum of £5500 is accepted. The second deals with the manner of adjudicating claims and administering Customs. Mr Bowen suggests several changes m the German and Italian, protocols and accepts the British except m slight details.
