THE ELECTION OF A PRESIDENT. (Klcctiic Telcuriiph— Copviijrht-Unitcil l' r «3 Assoei.ttion.) Pakis, Feb. 20. The silting of the Congress was oiderly excepting that M. Deroidede accused M. Loubet, the President, of being mixed up in the Panama Canal scandals. Se\eial members attempted to speak after voting, and weie allotted to do mi. M. Meiintried to prevent his supporters voting for himself. Fifty votes were given among eight other candidates, M. Cavaguiae receiving twenty-three. The new President is a lawyer, fond ot literature and music, and of an aflable disposition. Ho is indifferent to pomp. The Radical and Socialist newspapers j in I'aris support M. Loubct. jn Congiess the Republicans greeted M. Loubct's election with cheeis. In returning thanks M. L-iubet declared that ha would always be a Republican, and would promote pacification and order. He hoped to establish friendly lel.Uions with Parliament. Street demonstrations were the outcome of priiconcei led rowdyism. Forty-six were injured, including fourteen policemen. Two hundred and fifty arrests were made. M. Diipny, the I'icmier, has consented to retain office if the Dreyfus revision policy is unaltered. Continental newspaper.'; generally are favorable to M. Loubet's decision, but St. Petersburg papers assume a cool tone. In France the new President is regarded as honest and well-meaning, but rather weak. (Received Feb. 21, 0.10 a.m.) M.
