. (Eleottio Telegraph-Copyright— United Press Association.) Paris, Jan. 17. Cardinal Richard, Archbishop of Paris, has issued a pastoral referring to the condition of French society. In it he urges that public prayers to God are now more urgently required than ever, in order that with the Divine assistance the divisions now existing among all classses may be healed. ■ M, Pilleteu, discussing the Budget, complained that the expenditure was monstrous.' He pointed out that Prance paid a fifth of the entire military expenses of Europe. •
