Sir H. Tozer, criticising ihe address, advised Great Britain to exercise caution in adopting the principle. Chief Justice Russell thought it was undesirable to place on a judge the enforcement of such a law. (Received Nov. 4, 9.10 a.m.) The American visible wheat supply 31,870,000 bushels. Mr H. F. Bullinghurst, of the London and Westminster Bank, read a paper at at the (Bankers' Institute on colonial • indebtedness. He said the colonies were prudent in not extending their borrowing power and promoting an increase of population by immigration. The establishment of sinking funds was necessary, and conversion and consolidation loans were desirable. One of the most satisfactory features of the decade was the increase of local loans, The present position of the colonies was sound, and investors could confidently invest in colonial stock.
