Germany has made a claim to Gandua, a native State in West Africa, embracing territory on both banks of the Niger river, alleging that Great Britain has no treaty with the Sultan. The Emperor William has authorised Prince Hohenlohe, Chancellor of the German Empire, to submit a measure for reforming the military and judicial procedure. PARIS, Nov. 1. The Anglo-French Commission, appointed to settle disputes between Great Britain and France in Western Africa, has entered upon its labors. A party is being formed in both the Senate and Chamber of Deputies, having for its object the defence of French rights in West Africa, also with the view of preventing the British from obtaining employment there. It is suggested that the Emperor of Austria should act as arbitrator in connection with the rival claims of Great Britain and France. PRETORIA, Nov. 1.
