V, Harcourt has made overtures' to the Government in connection with the new Education Bill, provided that authority ia confined to technical and secondary education, but they were declined. Ou the motion of Mr E T. Doxa, chairman of Messrs Dalgety and Co., Ltd., seconded by Mr G. M. Cook, of the Aberdeen Steam Ship Company, the Commercial Congress have requested the London Chamber of Commerce to arrange a conference with shipowners for the purpose of eliminating the clauses in bills of lading contracting the owners out of liability. Failing an agreement being arrived at Parliament will be appealed to to define the liabilles of shipowners in this respect. PARIS, June 18. "The French Cabinet has ordered the suspension of salaries of priests. The latter were marching through the streets as a protest, but their procession was stopped by the authorities.
