COOK COUNTY COUNCIL.

At yesterday's meeting of the Council Mr DeLautour waited on the Council on behalf of Mr Murphy with reference to the proposed Tauwhareparae-Tokomaru road. Mr DeLautour explained that Mr Murphy had a promise of Ll5O from the Government, which was conditional on a like amount being subscribed by the local people. Mr Murphy would give LIOO himself, and he wished the Council to subsoribe LSO. The road would open up a number of sections from the main Tokomaru road.

The Chairman said this was the first intimation they had received of the Government's willingness to give Ll5O. Mr DeLautour said it was a face, and the session being now on if the Council could see its way to promise LSO it would be well to clinch the affair with the Government as Boon as possible. The work was an important one, and for L3OO would bo made of a very substantial nature.

On the same subject Mr P. E. Hindmarsh, Te Waiau, wrote requesting a grant of Lls to assist him in surveying and forming a branch road which he had made to give him access to Mr Murphy's road, there being now a probability of the latter being surveyed and made a public road. He had paid rates for six years, and had never received any benefit, and his place was as isolated as whon he took up the land. The Chairman said it seemed to be lost sight of by some settlers that the main roads had to be maintained. Cr Macfarlana thought that Mr Murphy was entitled to a sura of money being spent on his road. He had paid rates for a long time, and had received no benefit. He moved — "That this Council vote LSO for the work, provided the Government and Mr Murphy pay the amounts they have agreed 10." Cr Hutohinson seoonded the motion. Or Tiffen objected to the course of action proposed. They were already losing L 44 por annum owing to the alteration of boundaries, and he did not think they should incur this expenditure for work in another Board's district. Cr Harris said he would like to be satisfied as to the legality of the proposed action. He had a doubt as to whether they had the power to grant the money without having received an application from the other local body. Had the road been within their district he would have had no hesitation in supporting ifc. The Chairman s=iid that they had decided a few meetings ago not to spend iiny money except where it was absolutely necessary. If the road in question were remaining under the Council's control he would certainly think it a necessary expenditure, but aR the road was under the Waiapu Council he thought they should contribute the cost. Cr Tuohy said that he would oppose the granting of the money. Mr Murphy had asked to be put into the Waiapu county and now he came asking the Cook Council to make his roads. Had he still been under the Cook Council he certainly would have supported it, but as things were he did not think the Council would be justified in spending the money on the Waiapu County roads when there were plenty of roads in their own county which required attention. Mr DeLautour said that ho did not; think there was much chance of getting the money from the Waiapu Council, as it was questionable whether they were in a position to do it. Cr Macfarlane said that he would then drop the matter, and would give notice that he would at the next meeting move " That the resolution of February 21st re the 10 per cent, of Whangara loan be rescinded, and that the balance of the loan be expended on the portion of the road for which it was obtained, namely, the Rangikohua track." Cr Macfarlane also suggested that at the Baine time the legality of the deduction of L 34 from the original loan be gone into. Cr Tiffen brought under the notice of the Council several matters that required being gone into, and they were referred to the Inspector to report upon. The Engineer was instructed to inspect and report at next meeting on chasm caused by water from road being carried through private property (Wainui). Cr Tiffen moved "That the appropriation already authorised by the Council of £69 10a for the Waipaoa road be spent forthwith." Cr Hutchineon seconded the motion, which was carried.
