KEEPING PACE WITH ENGLAND.
GERMANY AND RUSSIA INCREASING THEIR NAVIES. Berlin, Jan. 23. The Emperor declares that if the Reichstag will nofc agree to an increase of tha navy, he will appeal to the patriotism of the eleotors. The proposal is to spend from five to twenty millions sterling. Prince Hohenlohe is hostile to the expenditure, and it is likely that he will resign. St. Petersburg, Jan. 23. The Russian Government has submitted to the Uzar a proposal to expend 400,000,000 roubles, extending over a term of Heven years, in building a warship for each warship I constructed by England. The Czar has approved of the scheme.
