The second reading of the Electoral Bill, which provides for the one-man-one-vote principle, was rejected by the Legislative Council by 26 to 21. Feb. 17.— The Eight Hours' Bill has passed the Lower House. The compulsory and penalty clauses were omitted ami the Bill merely asserts the principle. The Stock Tax Bill was ruled out of order on the ground that the Customs Duty Bill exempted stock from duty, wherefore the question could not again be discussed during the present session. Although the Labor party have not united, arrangements have been arrived at whereby a conference of Labor members will be held whenever questions affecting labor legislation crop up. MELBOURNE, Feb. 16. His Excellency the Governor to-day received a petiton from citizens against the appointment of Mr Munro as Agent-General. In reply he explained that he was unable to do more than refer the petitioners to the Cabinet, which duly appointed Mr Munro. BRISBANE, Fkr. 17. Mr Andrew Johnston, one of the Railway Commissioners, has left for New Zealand, to make inquiries into the method of conveyance of frozen meat on the New Zealand railways.
