BOROUGH COUNCIL.

The Borough Council mot last night. Present : The Mayor, and Crs Lucas, Lewis, Tuwnley, T;iylor and Harding. The newly-elected Councillors Messrs Dunlop, Whinray, and Hepburn made the usual declarations and took thwir seats. Mr Win. Siovwright, on helialf of Mr Ewen Cameron, wrote applying for permission for the latter to assign the lease of the Patutahi reserve. — Consent granted. CHILDERS ROAD. Mr R. J. Reynolds wrote asking what further official formal ties were necessary before the metalling of Childers Road wai proceeded with. The Road Overseer reported: — Childers Road : I think it would be unwise to disturb the present surface of the roadway, owing to the loose nature of the soil, without your Council intend to form and metal the whole section, as one half cannot very well be formed without the other. The whole section will cost Ll7O, say 20 cubic yards to the chain. If the contract, be not undertaken this year, one man can be employed three or four days to fill in the worst holes. Cr Lucas said the Ll6O put on the estimates for Childers Road was all spent in the artesian well, and he suggested that the repairs mentioned should be executed. Cr Dunlop said the road was one of the worst roads in the Borough and it would be a gross breach of faith if thiswork were shelved after the amount had been placed on the estimates for it. He proposed that specifications for the work be drawn up. Cr Lucas : Where is the money to come from ? Cr Harding seconded. The weather was now tine and the work should be gone on with. Cr Lucas asked whether it was not a fact that there was no money and until arrears of rates came in there was not money to pay the day laborers. The Town Clerk stated that there was £100 to credit at the bank and Ll4O was to come from the Government. They had liabilitfes of £275, and any future expenditure for a short time to come would have to be pi'ovided for out of rates, of which there is a large amount outstanding. Cr Lucas said they had not the money and the road was not bad. Cr Hepburn said the road was very bad, and if temporary repairs were made there would be holes just as big in a short time. If they put the matter off till next season then probably the same cry would be raised. The motion was carried, Cr Lucas being the only dissentient. Cr Townley suggested that in the specifications tenders be called for Whataupoko gravel and beach shingle. OTHER BUSINESS. The Clerk stated the correct expenditure on the pound had been L 65 2s 4d, including cost of pound L4O, and the receipts L 29 6s. The following items occurred in the Overseer's report : — " During the last fortnight three or four men have been employed cutting grass off the footpath from Roebuck road to the big culvert, near the upper end of Gladstone road. All the metal on Read's Quay has been covered with beach shingle, also the footpaths in Lowe street and on Kaiti. Mr Davidson is pushing on with the artesian well. The bore is now down to a depth of 525 feet. Day labor, L 23 10s 3d, including carting shingle. A proposal by the poundkeeper to clear the recreation reserve of docks, and run 20 horses in it for six weeks and then make hay and sell it, was agreed to. The following payments were made :—

Messrs Hepburn and Dunlop were appointed members of the Public Works Committee. Cr Lucas said the time had come when the footpaths should be tarred and sanded, and he moved that the work be done, and suggested that the footpaths of Gladstone road as far as Grey street be done. [Crs : Where is the money to come from ?] — Cr Hepburn stated that L2O allocated should be spent at Newton. He moved that the Overseer report on what tarring is required, and the probable cost. — Cr Hepburn's proposition was carried.
