Bailor withdrawing from the directorate. Mr Westgarth's illness is not serious. Miss Phyllis Proughton, an actress, his accepted £10,000 in settlement of her action for breach of promise against Viscount Dangan. Obituary : The Duke of Buckingham. The banquet which it was intended to give to Mr Parnell has been abandoned. Mr Stevenson's Sunday Closing Dill has been read a second time in the House of Commons by a majority of 22. Tho Government havo prohibited the importation of live sheep and lambs from Germany and Holland on account of the prevalence of foot and mouth disease in those countries. The annual import thence has hitherto been 800,000 head, amounting to eight-ninthsof the total livestock import into the United Kingdom. In consequence of the action of the Government shippers are trying to introduce dead meat. It is believed the attempt will fail '.n consequence of the continned rise in prices in the countries from which the 3tock has been exported to England. A mother threw her three young children into the river Tyne, watched them drown, and then committed suicide. The Privy Council, accepting the asswi--ance that Holland is free from disease, have decided to admit sheep from that country. Tho Tory members of the House of Commons have presented Mr R. H. New Zealand mutton is at 4d to 4£d ; beef is nominally at samejprice. Sugar is rising owing'to rumors of a heavy deficiency in the Cuba crop. In tho House of Commons, upon the motion of Mr Goschen, a committee was appointed to inquire into the best means of promoting emigration to the colonies. PARIS, Mar. '28. Shares in tho Comptoir d'Escompte have alien to 85 francs. MADRID, Mar. 28. San Sebastin was gaily decorated in honor of the visit of the Queen of England. Her Majesty was welcomed with the utmost enthusiasm. Tho two Queens kissed each other on meeting, dined together, and afterwards witnessed basque dances in the town fsquare. Queen Christina accompanied her royal visitor as far as Irien Queen Victoria expressed herself greatly gratified with her flying visit to Spain.
