BEGINNING NAPIER HARBOR
Napier, Jan. 25. To-day was observed as a general public holiday in honor c f the occasion of laying the first block of the breakwater. The town was crowded with visitors. A parade of the garrison corps opened the proceedings, followed by a public procession. Mr Ormond, M H.R., Chairman of the Harbor Board, delivered an address giving a history of the efforts made to obtain better shipping accommodation for the district, which he said was well able to afford the undertaking. The proceedings wore thoroughly successful in every respect, the weather being fino.
