AFFAIRS IN THE EAST.
London, Sept. 24. The Times states that the DowagerEmpress of China has recovered her ascendancy over the Emperor, and secured the expulsion of Ivaug Yumese who advised the recent reforms. The Empress has taken charge of the Government She attends all Cabinet meetings and audiences, and approves all edicts before they are issued. Li Hung Chang’s reinstatement is expected at an early date.
