[ketjter-copyright.] (Received June Ist, 0.30 a.m.) BERLIN, May 81. The latest bulletins with regard to the health of Emperor William state that it is decidedly better. LONDON, May 30. The Agents-General for the Cape Government and Australian Colonies presented a joint petition to Mr Childers, Chancellor of the Exchequer, asking for a reduction of wine duties, in spite of the fact that a rupture has occurred in the negotiation of a commercial treaty with the Spanish Government. May 81. The reply of the Russian Government to the proposal of the English Foreign Office was received yesterday. The contents have been made public. Arrangements have been come to for Marnchak and Zulfikar Pass to remain in the possession of Afghanistan, and the work of the Commission only includes the details of the delimitation, the main points having already been fixed.
The project which is set on foot to establish an hospital at Port Said as a memorial to the late General Gordon has been abandoned and the committee who have charge of the subscriptions are now considering to what use the funds shall be put.
