Sergeant Donovan slated that Captain Wray had given the man a week’s board,,and had depended on the Government to refund the money, but the week had now expired, and Captain Wray was . not in town, consequently Flynn wanted to know if, the Bench could do anything for him. He (the Sergt) thought this was a case for the County or Borough Councils,’ The man was scarcely a subject to be brought up under the Vagrant Act, The Bench were of opinion that it was the duty of the Corporation to attend to such cases as this. Sergeant Donovan: Yes, I don’t see that they can got out of it, but they say that they have got nothing to do with the Hospital. The Bench : The Hospital is the place for sick and wbiinded not for cases like this. Is this xhan capable of work-? Sergeant Donovan : If he kept away from beer no doubt he would get on well. As soon ns he gets a little money ho commences drinking. No doubt he is unwell, as he has been sleeping out lately. Flynn in reply to a question from the bench said he was unable to work. Sergeant Donovan : The facts of the

case are that too much compassion is expressed for Flynn. If this state of things continued he would be brought up under- the Vagrant Act and, bo committed to prison.
