The accompanying article denounces the Russian Notes as impudent manoeuvres and condemns the barbaric and intolerable intrusion of Moscow in the Mediterranean. It adds: “Italy, although having no illusions about the miraculous value of international conferences, bad not refused collaboration until the sudden and insincere action of Russia, whom Britain has long and constantly in the past refused the right to interfere in the Mediterranean. Italy now believes the discussion is best left to the 'Non-Inter-vention Committee. “Count Giano, Italian Foreign Minister, will make constructive counter-proposals. ’ * INVITATION TURNED DOWN. LONDON, September 9. The Times says Germany has declined the invitation to the piracy conference. The Popolo d 7 Italia has announced that Italy will not attend and adds that Italy is presenting a counterproposal to refer Mediterranean problems to the Non-Intervention Committee. GERMANY’S ATTITUDE. NUREMBERG, September 9.
