THE FINANCES. The treasurer (Mr J. Hutton) reported at to-day’s County Council meeting as under: “Under the heading oif general cash receipts, the amount received for the ten months of the current financial year just ended is £14,503 18s 9d as against £13,198 2s od for the same period of last year, an increase of £1305 16s 4d. Cash expenditure for the ten months of the current financial year just ended amounts to £23,238 19s 4d as against hi.,882 14s 8d for the same period last year, an increase of £63-33 4s Bd. The debit cash balance for the period of the current financial year just ended is £5961 0s 7d as against a debit cash balance of £669 16s 8d for the same period of last year, an increase in indebtedness of £5291 3s lid. With estimated receipts which include bridge amt special rates charges shown nf £22.685 6s for the current financial year, it will he seen with actual expenditure at £33,238 19s 4d for ten months of the financial tear, that >our Council has already expended £553 13s 4d more than its anticipated estimated receipts. Whilst it is admitted that the receipts as estimated are low and the ultimate result will be considerably bevond tile figures shown, there will not be sufficient funds available at date of balance to counteract the present excess expenditure and those amounts payable up to the end of tne financial year.

“The amount of subsidy outstanding and due to the C'ountv Fund Account is £1515 Os 3d and outstanding and due to Loan Account is £2238 14s Sd.

"Audit Office has completed its inspection of your Council’s accounts to the 31st March, 1935, F>ut as vet the statement of accounts, with the ( ontroller and Auditor-General’s certificate attached thereto lias not been received.

“The date on which the imposition fff e ten per cent, penalty on rates levied for the current- year niav be imposed will Ira 11 on the l€?th March next, and it is suggested that it it is the intention of your Council to impose this penalty, that the necessary resolution relating thereto be passed.

“The matter of tin* consolidation <>! special rate charges pledged as security on the non-convertible loans by your Council is at present being investigated and it is hoped to bring down proposals at a special meeting to be held in March next, that will, m accordance with your previous decision, make these special rates a charge on the whole c rtp e :1 ’ a^en V^ e area of the County. General accounts totalling £1074 Js 4d were passed for payment. Other payments made were:' Plant account. £/ 13s 4d ; interest account, £207 13s Id; interest bridge tund account, £<o 6s 9d ; loan account. £349 Is Bd—a grand total ov £1709 4s 2d.
