COUNTER-MEASURE AGAINST RUSSIA. United Press Assn.—By Electric Telegraph—Copy right. LONDON, January 20. The Morning Post's Berlin correspondent says it is stated in wellinformed political circles that a military agreement between Germany and Japan was signed at Tokio on January 4 under which, in the event ot either being attacked, the other is pledged to come to its r assistance. It need hardly be said that Russia is the aggressor contemplated.
