SOVIET BUILDS TWO BALLOONS United Press Assn.—By Electric Telegraph—Ccxpyrigh t. MOSCOW, September 1. The Soviet 'has built two balloons, larger than Professor Piccard’s, fclearly ascent to the stratosphere- for the purposes of scientific observation rather than an altitude record. The balloons are designed to- stay afloat for forty hours.
