JAPANESE EXPENDITURE. United Press Assn.—By Electric T e legraph—Copy ri gb t. KOBE, September 4. Including new expenditures, Government departments are demanding three billion yen for the next Budget, against a total estimated revenue not exceeding thirteen hundred million. The Army and Navy alone, are demanding the whole" of the revenue. Approximately one-third of the Estimates are rejiresented by new expenditure. The Finance Department emphasises the urgent necessity of a national financial policy.
