HOME RULE FOR SCOTLAND
LABOUR BILL IN COMMONS. (Received 9.15 a-.m.) Electric Telegraph—Press Association LONDON, April 6. Rev. Ja,s Barr (Labour), backed by ail Scottish Labourites, liais circulated a Bill seeking to confer on Scotland single house representatives, of 148 members. If the Bill is passed Scottish representation in the House of Commons will cease. A Lord High Commissioner in Scotland will be appointed to represent the King. The Scottish parliament will deal with all domestic- affairs, except defence forces, and foreign affairs, which will he administered jointly by Imperial and Scottish Ministries.
